Williams & Connolly attorneys filed a successful petition for certiorari before the Supreme Court on behalf of petitioner Manfredo Salinas, a former railroad worker, in a case involving whether courts of appeals have jurisdiction to review the Railroad Retirement Board’s decisions denying requests to reopen a prior benefits determination. Those decisions have profound consequences for railroad workers like Mr. Salinas, who often depend on disability benefits to support their families, and the case also raises important separation-of-powers questions about the availability of judicial review to check agency mistakes. The Supreme Court granted review on January 10, 2020. Partner Sarah Harris will argue the case next Term; other members of the team include Lisa Blatt, Luke McCloud, Robert Belden, and Thomas Chapman.
