Williams & Connolly is pleased to confirm the return to the firm of partner Emmet T. Flood. He will resume his practice in the areas of white collar defense, complex civil litigation, internal investigations, Congressional investigations and crisis management situations. “Emmet is an exceptional lawyer and colleague, and we could not be more delighted that he has returned to the firm,” said Joe Petrosinelli, chair of the firm’s Executive Committee.
Mr. Flood was recently Special Counsel to the President of the United States. In that role he led the White House's defense of the Special Counsel investigation conducted by Robert S. Mueller III. In October-December 2018 he also served as White House Counsel.
In defending public officials in high-profile investigations, Mr. Flood's record is unmatched. In addition to his work as Special Counsel to President Trump, his private sector work has included representation of President George W. Bush, President Bill Clinton, Vice President Dick Cheney, and other federal and state officeholders. He has represented clients in four independent/special counsel investigations (Mueller, U.S. Attorney-firings, Plame matter, Starr investigation) as well as government and private sector clients in hundreds of Congressional and other investigations.
In his civil practice, Mr. Flood has served as lead counsel in complex commercial, securities, professional liability, tax, takings and other matters. He has represented religious institutions in litigation involving the First Amendment’s Establishment and Free Exercise clauses, and has handled many domestic and international arbitrations and related litigation. Mr. Flood has also argued numerous appeals in federal and state appellate courts.
In addition to his recent government service, Mr. Flood served as Deputy Counsel and Special Counsel to the President in 2007-2009. During his 20-plus years with Williams & Connolly, he served for many years as a member of the Firm's pro bono committee.
