Tom Ryan focuses his practice on complex civil litigation and investigations. He has significant experience in antitrust matters, including Section 1 and Section 2 cases, merger litigation, government investigations, and private suits. Tom also has experience handling cases involving consumer protection statutes (including the CFPA, FTC Act, and state analogues), the False Claims Act, professional liability, and criminal defense. He has represented individuals and companies across multiple industries, including technology, media, pharmaceutical, grocery, defense, professional services, and financial services.
Prior to joining the firm, Tom clerked for Judge Harris Hartz on the U.S. Court of Appeals for the Tenth Circuit. He graduated magna cum laude from Harvard Law School, where he was a finalist in the Ames Moot Court Competition, winning Best Brief. Before that, he graduated summa cum laude from The George Washington University School of Business, where he received his B.B.A. in Business Economics and Public Policy, and was the School of Business Distinguished Scholar and graduation speaker.

- Representation of Google in monopolization case brought by the U.S. Department of Justice and several state attorneys general.
- Representation of Albertsons in three consecutive merger trials related to the proposed Kroger/Albertsons merger.
- Representation of CVS in multiple antitrust lawsuits in federal and state court alleging illegal tie of pharmacy services to 340B administrator services.
- Representation of large pharmaceutical manufacturer in antitrust lawsuit regarding allegedly anticompetitive patent settlements.
- Representation of defense contractor and individual in a False Claims Act lawsuit.
- Pro bono representation of the petitioner in Carr v. Saul, 593 U.S. 83 (2021), an administrative-law case before the United States Supreme Court.
- Pro bono representation of an individual in a criminal case, including successfully arguing appeal before the Maryland Court of Special Appeals and representation on remand in Maryland Circuit Court.
